Obviously, this unit will prevent vapors from escaping the
fill riser pipe on the underground storage tank when it is not being
filled.

basic fill pipe caps already did that. The problem is that they do not
offer sufficient security. While fuel fluctuations can affect the
incentive for thieves to steal fuel , it remains a highly sought after
commodity, for thieves and terrorists alike. Competing products are extremely low end basic devices
mainly intended to prevent vapors from escaping. They can be pried off
in a hurry or they use vulnerable padlocks that can be removed by bolt
cutters just like your gym padlock.
